Influence To Online Public Opinion On The Public Crisis Management And Its Countermeasures

Nowadays the rapid development of network and the popularity of portable technology have provided conditions for the generation and development of online public opinions with increasingly prominent influence to the public crisis management. Online public opinions are not only the concentrated embodiment of expressing the public’s demand, but also can serve as a measurement tool to test the government’s ability of managing public crisis. Therefore, the management of online public opinion crisis will inevitably cause attention of both the theoretical circle and the practical world. As one of the main bodies of public crisis management, it will become an important index to measure the management level of the current government as whether they can timely and effectively handle various online public opinion crises. Therefore, it will become an important aspect of the government before handling online public opinion crises to improve the quality of government managers and as well as their ability to guide public opinions. How the government will improve and perfect the management system of online public opinion crises and establish prevention and coping mechanism of online public opinion crises will directly affect the efficiency and results of public crisis management in China. Thus it is a new challenge and new subject faced by all the government personnel.The main idea and technical route of this article is:First, based on preliminary results of theoretical studies, the author first analyzes relevant concepts of online public opinions and public crisis management theoretically, and on the basis of clarifying the main characteristics of and relations between online public opinions and public crisis management, the author analyzes influence of online public opinions to public crisis management as well as causes of the failure of public crisis management. In this paper, the author focuses on negative effects of online public opinions to public crisis management and aiming at the specific reasons why online public opinions cause the failure of public crisis management, the author also proposes specific suggestions to avoid these negative effects. Finally, the author concludes that in the public crisis management of online public opinions, a technical route of prevention before it, coping with it during the process and summarizing it afterwards and some specific coping strategies should be followed. Based on it, the author provides theoretical references for coping public crisis management of online public opinions in China as well as practical reference for further improving the Chinese government’s ability of public crisis management.
