Research On The Construction Of Online Administrative Approval Hall In Yunnan Province Under The Background Of Administrative Approval System Reform

Administrative examination and approval(AEA)is a kind of concrete administrative action through which the government realizes the macroscopic and microscopic management of the economy and society via resource allocation.The system of AEA is based on the socialist market economic system with Chinese characteristics.It is a set of systematic mechanisms formulated by the government to ensure the standardization,fairness and transparence,integrity and high-efficiency of the AEA operation.At present,the reform of the AEA system has become an important part of comprehensively deepening reforms and promoting the rule of law as well as an inevitable requirement for transforming government functions.Online hall of AEA is the inevitable result of further development of the reform of AEA system and the higher application of e-government.Taking information networks as the platform,the government departments,by using modern cloud computing technology,re-engineers and optimizes the process,management system,and operating mechanism of the traditional examination and approval work to realize online service,management and supervision of the AEA.This paper,based on the functions of local governments,deeply analyzes the reform of the AEA system from the basic concepts of AEA.Meanwhile,it discusses further the construction of the online hall of AEA based on the summary of the reform and experience of the AEA system in Yunnan Province,so as to provide useful reference for the theoretical research and practice of the reform of the AEA system of local governments.This paper discusses the construction of the online hall of AEA from five aspects.First,this paper analyzes the important ways of the reform of the local AEA system as well as the discussion of concepts and theories involved in AEA and concepts involved in online examination and approval.Second,the contents of the reform of the AEA system and the construction of the online hall of AEA in Yunnan Province,focusing on expounding the contents involved in the reform situation of the AEA system and the construction of online hall of AEA.Third,the analysis of the current situation and efficacy of the construction of the online hall of AEA in Yunnan Province,focusing on further study of the construction situation and phased progress of the online hall of AEA.Fourth,the analysis of problems and reasons in the construction of online hall of AEA in Yunnan Provence,mainly discussing the present problems in construction of the online hall of AEA and studying the underlying reasons from the perspective of the reform of AEA.Fifth,the measures of speeding up the construction of the online hall of AEA in Yunnan Province under the background of the reform of AEA,especially the solutions to deal with the problems of the online hall of AEA.
