Study Of The Administrative Examination And Approval System Reform In Tibet

As one of the important means of government management,administrative examination and approval can perfectly regulate the circulation of resources between government,market and society.But the premise is related to administrative examination and approval system in accordance with the current political,economic and cultural level.The existing administrative examination and approval system in Tibet autonomous region has undergone several changes,but in some ways,it still cannot meet the needs of the rapid development of society,economy and culture in Tibet autonomous region.As the main body of social governance in Tibet autonomous region,the government of Tibet autonomous region bears the burden of providing efficient and high-quality administrative examination and approval services for autonomous region.All levels of government in Tibet autonomous region should carry out their functions of administrative examination and approval,and at the same time,they make the administrative examination and approval scientific,modern and humanistic.The core of reform is to reduce and merge the examination and approval items and optimize the administrative examination and approval links,so as to improve the efficiency of administrative examination and approval.On this basis,it needs to improve the service level of relevant administrative examination and approval agencies.Under the background of the reform of administrative examination and approval system all over the world,this paper studies the shortcomings of Tibet Autonomous Region in the administrative examination and approval system and puts forward constructive suggestions for establishing and perfecting the administrative examination and approval system of Tibet autonomous region government.The paper analyzes the current administrative examination and approval system of Tibet from three aspects: administrative examination and approval procedures,administrative examination and approval authority and administrative examination and approval service hall.It is found that the existing problems are: the setting of precondition is unscientific,and the approval process is not standardized,and informing system construction is imperfect.The authority of examination and approval departments is inconsistent,and the efficiency of service hall cannot be up to standard and so on.This paper analyzes the causes of problem from the aspect of insufficient local leadership attention,lagged administrative examination and approval system,dislocated approval department function,weak approval supervision,etc.Secondly,it analyzes the current situation of administrative examination and approval system and related reform measures at home and abroad,so as to draw effective reference.Finally,it puts forward some countermeasures for perfecting the system of administrative examination and approval of Tibet government,and it puts forward some countermeasures and suggestions to solve the main problems from optimizing administrative examination and approval procedures,simplifying administrative approval preconditions,standardizing administrative examination and approval procedures,simplifying the administrative examination and approval procedures,improving the e-government system,clearing the administrative examination and approval responsibilities of department and clearing departmental responsibilities for administrative examination and approval and improving informed system and improving the supervision mechanism.In short,under the new period,the research on the construction of administrative examination and approval procedures in Tibet autonomous region is not only conducive to improving the public service level at all levels in Tibet autonomous region,but it also is helpful for the development and improvement of Tibet efficient and service-oriented government construction work.
