Study On The Countermeasures Of Violating The Limit And Overloading Of Vehicles In Dalian

The phenomenon of over-limit and over-load transport is a stubborn disease in the transportation market.Especially since the beginning of the 21 st century,with the continuous improvement of China’s road network,as well as the continuous development of China’s economy and society,the over-limit and over-load road transport has become more and more intense,and the long-term governance continues,causing national and local governments at all levels to pay close attention.This paper focuses on the core issues of how to strengthen the governance of over-limit and overloaded transportation,which is of great significance.By using the methods of literature research,on-the-spot investigation and questionnaire survey,this paper analyzes the research status at home and abroad,and constructs the research framework of this paper.In the process of research,guided by the theory of external effect and multiple governance theory,we conducted a systematic questionnaire design and extensive and in-depth field investigation,analyzed the causes and policies of the core issues of overload governance,and conducted in-depth understanding and Research on the actual situation of overload governance in Dalian.Based on the theoretical definition of overload phenomenon and its governance,this paper introduces the relevant laws and regulations of the state,Liaoning Province and Dalian City,and analyzes the differences between the two according to the management experience.In the process of this paper,aiming at the overload related situation in Dalian,through field investigation and questionnaire to the cargo owners,car owners,traffic police,road administration law enforcement officers and roadside residents,the phenomenon of overload transportation in Dalian was extensively investigated,and the interest relationship between the overload behavior subjects and the influence of different subjects on the overload transportation behavior were further analyzed Attitude and cognition,also solicit the relevant suggestions of the relevant administrators,analyze the existing problems and reasons in the management of vehicle overrun and overload in Dalian,and put forward the countermeasures to improve the management level of vehicle overrun and overload in Dalian.
