The public welfare institutions are particular social organizations in China,and they play important roles in promoting employment,improving people's living standard,providing public services,promoting economic development and social progress.With the help of the personnel performance assessment,public welfare institutions can stimulate the cadres and workers' enthusiasm for their work,strengthen the cultivation of talents,promote the quality of the public service actively,make the public satisfaction from the public and the image of the organizations improved steadily.After exploring actively for many years,there is a great progress in the reform of the public institutions in China.Besides,the internal classification of them is clear,the goals and the ways of the reform are becoming more and more clear,the internal management mechanism of the personnel performance assessment also be completed gradually.However,due to various factors,the reform process of China's current public institutions has not fully adapted to the development of social economy.Problems still exist in the public institutions,for example,it's low efficiency.So,it is an inevitable trend to improve the efficiency their management.At this moment,the performance management which is the core of the human resource management is particularly important for it will determine the level of performance standard directly.The case which is in the passage is taken from the personnel performance assessment of Lancang road management section,and the main research objects of it are the issues on the personnel performance assessment of Lancang road management section.I have my own personal experience and understanding to the issues on the personnel performance management of my unit since I started working for it in 2009.By introducing the development process and current situation of the personnel performance management of Lancang road management section,I meant to analyze the existent problems and the reasons for them.According to the analysis I have known the reasons why the problems come into being.For example,there is not enough understanding about the importance of the personnel performance assessment,no specialized department on the inspection and supervision for the performance assessment,and lack of communication and effective application mechanism of assessment results.I use the relevant experience at home and abroad for reference and put forward some improvement measures which are combined with the facts of my unit to provide the experience which can be drawn lessons from by Lancang road management and other road management segment?...
