The Persistent Organic Pollutants is the production of human activities.It is of great harm to natural environment and human health.'Stockholm Convention on Persistent Organic Pollutants ','Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal','Rotterdam Convention on the Use of Informed Consent Procedures for the Use of Certain Hazardous Chemicals and Pesticides in International Trade',were signed to regulate the Persistent Organic Pollutants.Although the Persistent Organic Pollutants is regulated by the Conventions,there left much to be desired in the financial system,responsibility system,pollution monitoring and warning system in the process of reduction.The article,with a comprehensive view including International Law,Environmental Law and Chemical Science disciplines,uses the comparative analysis approaches such as historical analysis,empirical analysis and the researches on the system of persistent organic pollutants which contains international conventions and existing norms to analyze the defects of the existing system and its causes.The article also puts forward feasible suggestions based on the analysis.Finally,it proposes some suggestions on the legal system of the reduction of the emission according to the typical situation in China.The thesis is divided into four parts:The First Chapter is a brief introduction to the conventions on Persistent Organic Pollutants including 'Rotterdam Convention on the Use of Informed Consent Procedures for the Use of Certain Hazardous Chemicals and Pesticides in International Trade','Stockholm Convention on Persistent Organic Pollutants','Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal';it also lists the relevant international regulations of Persistent Organic Pollutants,such as the Common But Differentiated Responsibility Principle,Implementation Action Plan Report,Harmless Treatment Rules etc.The Second Chapter mainly analyzes the defects of the regulating system and the causes of the defects,such as the defects on monitoring system,warning mechanism,funding system and pollution liability system etc.The main reasons include that the the regulatory system is not comprehensive,the funding system needs to be developed,the implementation of assistance system is not in place.The Third Chapter puts forward some suggestions on the international law ofPersistent Organic Pollutants,and introduces the relevant system construction and implementation mechanism of the developed countries.It puts forward proposals on how to implement differentiated responsibilities,to strengthen international cooperation and technical assistance,to promote the evaluation system of pollution,the ability of monitoring and management,to improve the responsibility system for pollution and insurance system,and puts forward some suggestions on the funding sources including the capital subject and the capital action.The Fourth Chapter introduces the implementation of the Convention in China and analyzes the problems in regulation implementation and the weak condition of the processing ability.The article also puts forward specific suggestions on improving the management,establishing a coordination mechanism,also,it is of significance to strengthen international cooperation,drawing lessons from the advanced regulations and management system worldwide.The article also gives the feasible evaluation method for the reduction of the emission.
