With the increasing proportion of international maritime greenhouse gas emissions in global greenhouse gas emissions,international maritime industry has become one of the industries which has the largest greenhouse gas emissions.With the development of global economy,the international maritime industry will become one of the major factors contributing to high greenhouse gas emissions in the global transportation industry which will have a sustained climate impact.Therefore,in order to regulate the large emission of greenhouse gases from the international maritime industry,and for the common interests of all mankind,the establishment of a unified international maritime greenhouse gas emission reduction system is increasingly showing its urgency.The world today urgently needs joint action by the international community to develop a globally binding shipping reduction mechanism.At present,the legal system for international maritime greenhouse gas emission reduction is mainly paralleled by the legal provisions of the United Nations and the International Maritime Organization.The United Nations mainly adopts the 1992?United Nations Framework Convention on Climate Change?,the 1997?Kyoto Protocol? and 2016?The Paris Agreement? to regulate the global greenhouse gas emissions problem.“The principle of common but differentiated responsibilities" for greenhouse gas emission reduction is regulated.Based on the 1992?United Nations Framework Convention on Climate Change ?,the International Maritime Organization has power to govern the current climate pollution problem of the international maritime industry.It has adopted the VI of the ? InternationalConvention for the Prevention of Pollution from Ships? and proposed “the principle of equal emission reduction”.It also put forward a series of countermeasures for the reduction of marine greenhouse gas emissions.International organizations' maritime greenhouse gas emission reduction measures have triggered a game between some maritime interest groups.Developed countries and developing countries have also disputed this issue for a long time.There are conflicts of interest between different countries,so it is difficult to coordinate.As a shipping country,China should actively participate in international maritime greenhouse gas emission reduction actions,speed up the formulation of domestic maritime greenhouse gas emission reduction policies and laws,adhere to its own maritime emission reduction stance and principles,and fulfill its obligations under the international conventions.At present,China's maritime greenhouse gas emission reduction regulations are not comprehensive and have low effectiveness.Therefore,further enrichment and improvement are needed to provide a clear legal basis for future maritime greenhouse gas emission reduction work,and also for the construction of maritime greenhouse gas emission reduction legal system in the world.The first chapter of this paper mainly defines the concept of greenhouse gases,describes the related environmental problems brought by greenhouse gases.It introduces the current greenhouse gas emissions of the international shipping industry.It analyzes the importance and necessity of establishing a maritime greenhouse gas emission reduction system on a global scale,and expounds the current regulatory predicament of the international maritime greenhouse gas emission reduction system.The second chapter of this paper analyzes the current international legal regulation of greenhouse gas emission reduction,mainly discusses the UN's legal rules and legal principles for international greenhouse gas emission reduction.The relevant legal documents of the United Nations on greenhouse gas emission reduction include the 1992 ?United Nations Framework Convention on Climate Change?,the1997? Kyoto Protocol?and 2016? The Paris Agreement ?.They defined “the principle of common but differentiated responsibilities"for international greenhouse gas reduction.“The principle of common but differentiated responsibilities" has been further developed in 2016 ?The Paris Agreement?.“The principle of common but differentiated responsibilities" is an important principle in international environmentallaw,and also an important principles in international shipping greenhouse gas reduction work.The third chapter of this paper mainly analyzes the current response of the International Maritime Organization to the global maritime greenhouse gas emission reduction.The International Maritime Organization adopted the Annex VI of the?International Convention for the Prevention of Pollution from Ships? in response to maritime greenhouse gas emission reductions,and proposed the “the principle of equal emission reduction” for maritime emission reductions,as well as other series of measures to reduce greenhouse gas emissions.In addition,the International Maritime Organization's regulation of maritime greenhouse gas emission reduction triggered a game between some maritime interest groups,mainly represented by the United States and the European Union.They formed their own maritime greenhouse gas emission reduction system in the game.They have created a confrontational situation with the maritime greenhouse gas emission reduction regulations of the International Maritime Organization.The fourth chapter of this paper mainly analyzes the development of China's maritime greenhouse gas emission reduction legal system.This paper introduces China's maritime greenhouse gas emissions situations,analyzes the current domestic maritime emission reduction laws and regulations,and points out the shortcomings in China's current maritime greenhouse gas emission reduction legal system and proposes some advices to build domestic maritime greenhouse gas emission reduction legal system.As a developing country,China will always adhere to “the principle of common but differentiated responsibilities" and safeguard China's economic interests.China will also continue to improve domestic legislation,promote the construction of a legal system for maritime greenhouse gas emission reduction,actively assume the responsibility of the major powers,and contribute to the advancement of the international maritime greenhouse gas emission reduction work.
