| At the Third Plenary Session of the 18th CPC Central Committee,it was proposed that we should address the source of the problem,address both symptoms and root causes,focus on the root cause,take grid management and.social services as the direction,and timely reflect and coordinate the interests of.the people at all levels.In recent years,grid management has been adopted by many township governments and applied to rural governance.However,with the deep implementation of rural grid management,there are a variety of problems.In order to further improve the efficiency of rural grid management,rural"general practice grid" management emerges at the historic moment.Rural "general practice grid" management has effectively improved the defects of traditional rural grid management,but due to the existence of multiple governance subjects,in the concrete operation,there are always insufficient integration,coordination and other problems,has not played its due role,grassroots social governance is still facing great pressure.Therefore,it is urgent to promote the integration and coordination among the governing bodies in the rural "general practice grid" management.Integration and coordination are the core concepts of holistic governance theory.Based on the theory of holistic governance,this paper studies the management of "general grid" in L town by means of questionnaire and interview.On the one hand,it sorts out the problems existing in its operation and analyzes the reasons,on the other hand,it provides relevant suggestions for the optimization and promotion of rural "general grid" management.Through interviews and questionnaires to the main leaders of L Town,the staff of the management office of "General Grid",the heads of departments,the administrators of rural "General Grid"and the masses,it is found that although the management of "General Grid" in L Town has achieved certain results in improving the efficiency of grass-roots governance and improving the satisfaction of the masses,there are always insufficient government investment,fragmented departments,low initiative of the administrators of "General Grid" and insufficient management role.The reasons for the above problems are scattered interests,insufficient structural integration,imperfect system guarantee and imperfect technical support.Aiming at the problems existing in the management of "general grid" in L town and the analysis of the reasons,this paper puts forward four optimization suggestions to optimize the management of "general grid" in rural areas:first,return to public value and establish service concept;Second,strengthen structural integration and promote synergy;Third,establish and improve relevant systems;Fourth,promote the construction of information management platform. |
