Fengxian Rural Grid Management Research From The Perspective Of Holistic Governance

Grid management was an important part of social governance innovation.Gird management was first adopted in Shanghai urban city where was somewhat different with rural places like Fengxian District.Therefore,the study of grid management of Fengxian District was important,since it could extend the research field of grid management.The logic of this paper was to elaborate the Holistic Governance Theory,joint with grid management,and further put forward a “target system”,“responsibility”,“coordination”,“system design” and “trust cultivation” analysis framework,use “to meet the needs of the public and ‘crack' fragmentation ”as a link,combined with the sample of“four in one” grid management of Fengxian District,and further analyse the new challenge of Fengxian's grid management would face in the future,and make some countermeasures and suggestions based on Holistic Governance theory.This paper argued that the “four in one” grid management,realized following effects: vertically optimized the governance flow,horizontally integrated the governance function,and multi-dimensionally improved governance system.The grid management explored in Fengxian District got five experience of “holistic governance goal integration”,“governance resources integration”,“responsibility definition”,“System and mechanism innovation” and “trust environment Cultivation”,but still facing the new challenges of generalization of rural governance function integration,mismatching of rural governance responsibilities and its expenditure responsibilities,low participation of social organizations,weak autonomy power supervision system,and unsustainable trust environment.These new challenges not only affected the further development of grid management in Fengxian District,but also brought treats to the long-term promotion of social governance.Based on the Holistic Governance Theory,this paper puts forward the following countermeasures in order to “meeting the public demand” and cracking“fragmentation” problem.Firstly,to clear the problem orientation,pay attention to the system design,update the integration concept,and strengthen the top-level design of rural grid management.Secondly,To refine the rural grid management in position,power and responsibilities,clear all departments' role and function in the grid management,construction the financial system to match the job responsibilities and expenditure responsibilities.Thirdly,to create a good environment,expand purchase services,and improve the mechanism of social resources' participation in rural governance.Fourthly,to construct a multi-supervision system of rural grid management,implement comprehensive supervision,improve the rural grid performance appraisal system and the autonomy power supervision system.Fifthly,to create social-wide governance atmosphere,highlight cultural guidance,strengthen the mass leadership echelon,build a sustainable trust environment for rural governance.
