Since the mid-80's of the 20th century ,great changes have taken place in management of the public sector of many advanced countries. Public administration of the rigid, hierarchical forms of organization of the bureaucracy once dominated the whole of the 20th century a long period, is now being transformed into public management of flexible, market-based forms. Wing Yip civil service system, the system of permanent tenure positions, such as life tenure reform has been violently shaken, the civil service appointment system has become more and more popular in the civil service employment system of Western . In China, the civil service appointment system is still in the exploration and pilot stages . There are some obstacles in research and practice. In view of this, this article now in the absorption of research results on the basis of the test from the appointment of civil servants to implement the theoretical and practical background to start with a comprehensive analysis of the current system of appointment of civil servants at the implementation of the process of our country has been in existence and the possible existence of the problem, and put forward a reasonable solution, in the hope that the existing civil service appointment system must have the role of the practice of enlightenment, give full play to the appointment of civil servants in the public sector as the best human resources.This thesis is divided into five parts. Preface part of the thesis put forward in this article, as well as to study the question of the significance of topics, grooming appointment of civil servants at home and abroad about the status of research and analysis of this paper put forward the basic ideas and perspectives, as well as possible innovations in this article.The second part focused on the meaning of the civil service appointment system and its theoretical basis. This section sets out the basic meaning of the civil service appointment system, an analysis of the basic characteristics of the civil service appointment, and appointment of civil servants and elected system, compared the appointment system, but also the appointment of civil servants and government employees to carry out a comparative system. The new public management theory perspective on the Civil Service to conduct a theoretical analysis of appointment.The third part elaborates the cause of the implementation of our country's appointment of civil servants , the status quo, existing problems, as well as the reasons for the problems. This part of our country the civil service appointment system for the implementation of the existing problems in our country from abroad and the experience of Hong Kong, the traditional concepts from the update, strengthen theoretical study and improve the laws and regulations, improve the matching system, strengthening the personal management of our country in five areas to improve the civil service appointment The last part gives a summary to the viewpoints of the thesis as well as the direction of future research.
