Study On The Governance Of Leapfrog Petition In A District Of Luoyang City

With the deepening of social transformation and the comprehensive deepening of reform,various social contradictions and conflicts have been intertwined and superimposed.A large number of contradictions and disputes have emerged through the channels of letters and visits.Under the pressure of "one-vote veto",some petitioners exert pressure on local governments through over-level petitioning,which becomes more and more serious,severely disturbing the normal social order and affecting the harmony and stability of the society.It is of great significance for regulating the order of complaint reporting work,maintaining social harmony and stability,and realizing social equity and justice to govern and resolve conflicts and alleviate social conflicts through the management of petitioning.Through literature research,empirical research and case study,this paper analyzed the management of over-level petitioning in A district of luoyang city.In the study,it was found that the over-level petitioning in A district showed the characteristics of centralized problem distribution field,high degree of organization scale,and increasingly prominent features of the time and location of petitioning.In the management of over-level petitioning,zone A effectively mitigates the phenomenon of over-level petitioning and regulates the order of complaint reporting by making the channels for people to express their demands,improving the working mechanism for solving outstanding problems in complaint reporting,maintaining stability at important nodes,and implementing the responsibility of complaint reporting.However,in the actual work,Area A is confronted with the dilemma of intractable old household problem,high management cost,inadequate governance by law and unreasonable structure of front-line complaint reporting staff.Based on the analysis of the plight of the management of petition by the higher level in area A,it is found that the problems of the management of petition by the higher level are caused by the ineffective resolution of accumulated cases,unreasonable assessment mechanism of petition,low judicial credibility,deviation of the cognition of the complainant and insufficient attention paid to the construction of the cadre team of petition.Combined with the theory of governance modernization,this study believes that it should be resolved through the following ways: strengthening the resolution of accumulated complaint reporting cases,improving the assessment mechanism of complaint reporting,improving judicial credibility,correcting cognitive bias of complainants,and paying attention to the construction of the cadre team of complaint reporting.
