In an era when various contradictions occur frequently, people from all walks of life hope their demands and interests are accommodated, which results in the continuous decline of the social affordability. In this circumstance, public opinions become more volatile for the popularity of the Internet, the diversification of value and enthusiasm of political participation. The discontent of life, such as medical care, housing and employment, will be expressed through the Internet.Recently various forms of media spring up, such as WeChat, microblog. The popularization of smart phones makes people have the ability to express themselves as efficiently as possible. For the present, the quantity of Internet information increases exponentially. “Big Vs” as conductor guide thousands of netizens. The game between local government and Internet public opinion tends to occur frequently, and needs to be handled by wisdom.The local government has also carried out a series of reforms for this end. the management of Internet public opinion has gradually shifted from “closing, blocking and deleting” to the model of “guiding plus commenting online”, including combination of Internet publicity and public opinion management, resort to new technology platform like WeChat, microblog and APP to interact with cyber public.This policy achieved a great success.However, there are an asymmetry in information between the government and netizens, and a desire in netizens for transparent information wall. There are also imperfect official systems, laws and regulations, and services. All these defects make contradictions in a new round of reform remain serious on the Internet.By studying the management of Internet public opinion in Our representative in the local government, this thesis will make a comparative study between the domestic and foreign theories and methods, and put forward a strategy, which is, safeguarding the battlefield, building the platform and winning the battle, and turning the management and control from extensive to intensive. This strategy can construct a management system of Internet public opinion through all media. The author hopes the results of this research can provide reference for improving local management of Internet public opinion.
