Research On Administrative Law Enforcement Of Tobacco Monopoly

The Twentieth Meeting of the Seventh Standing Committee of National People's Congress adopted Law of the People's Republic of China on Tobacco Monopoly on June 29,1991.This is a milestone for the development of China's tobacco monopoly administration.In the view of Law of the People's Republic of China on Tobacco Monopoly and the enforcement regulations for the Law of the People's Republic of China on Tobacco Monopoly for 20 years,the tobacco monopoly administration has made great progress and made a great contribution to the national economy.With the purpose of the interests of the national economy and the consumers and with the enormous pressure of the economic downturn,cigarette tax increase and the tobacco control,the tobacco industry has realized the goal of a steady progress this year.By 2015,the tobacco industry realized a total profit of 1.1436 trillion.But as the development of the economy,the process of laws and regulations on on Tobacco Monopoly are faced with many difficulties.The tobacco industry is also increasingly subject to various concerns and questions.It is very necessary to improve the tobacco monopoly legal system.This article describes the basic situation,the important feature and the regulations of the tobacco monopoly administration.It focuses on analyzing of the difficulties during the legal practice and offers suggestion from administrative law,economic law and criminal law,aimed at improving the reform of the system of the tobacco industry and the goal of rule by law.
