How to find an effective way to promote improvement of civil servant's performance in the field of modern public management is one of the hot subjects all scholars try to explore,through using the basic theory of public service motivation to urban civil servants as the research object,through the analysis of the empirical investigation method to localization research of public service motivation,exploration of civil servants,the relationship between public service motivation and job involvement aims to from a new perspective of public service motivation to find the effective way to improve the performance of civil servants.This study adopts the method of questionnaire,in Shanghai city for civil servants were issuing questionnaires,effective recycling reasonable questionnaire,through the investigation and analysis of recycling samples found that: civil servants public service motivation by "participation in public policy","identity" on the public interest,"self-sacrifice",and "democratic governance" four dimensions;Found that our country civil servants public service motivation and the good fit of the four dimensions of the structure of Perry's theory,public service motivation have significant positive effects on job involvement,and motivation of public services "commitment to the public interest" can be used as the important method of civil servant's job involvement.The research results indicate that: first,through personal property variable of Shanghai civil servants public service motivation and job involvement analysis found that the difference of the gender and age influence on public service motivation and job involvement,education and administrative level of public service motivation and job involvement there is no difference.Second,through to the Shanghai civil servants public service motivation four dimensions and job involvement of correlation analysis,the results show that civil servants public service motivation four dimensions and job involvement has certain positive correlation.Third,through to the Shanghai civil servants public service motivation and job involvement regression analysis found that the four dimensions,civil servants public service motivation four dimensions and job involvement is significantly positive correlation.Based on the research conclusion,first proposed the idea of four aspects: first,according to the spirit of public service,improve the admisions system of civil service;Second,the public service motivation consciousness education in vocational training;Third,establish and improve the system of civil servant performance appraisal;Fourth,establish and optimizing standard promotion system of civil servants for the grass-roots level.
