With the trend of economic globalization and knowledge intensive continuously strengthening, international competition is increasingly fierce.As a member, China is in a new pattern of changing.To build a high quality civil servant of political stand firm and wholeheartedly serving have been forced to do, especially the quality civil service who is the most direct facing and serving the masses. From the perspective of competency research,this paper study the training mechanism of civil servants at the grass-roots level.Through the analysis of the competency model research and the study of the theory of the grass-roots civil servants traniing system, the paper points out the problems existing in the grassroots civil servants training in our country, such as single training form, not varying from person to person;only focusing on the theoretical knowledge of training, lacking of psychological guidance,value motivation of the trained personnel and the negative trained personnel.Based on these problems,the paper count for the reason for the existing problems.Finally,in view of the competence,it put forward the effective measures for the training of civil servants at the grass-roots level.Combining with the study of competency and competency model both at home and abroad,this article also put forward to a Iceberg Competency Model aiming at the grass-roots civil servants.The main factors of the model include political identification ability, administration according to law ability, public service ability, research ability, learning ability, innovation ability and ability to cope with emergencies, etc.,and the model has reshape the grass-roots civil servants training system,making the grass-roots civil service training more efficient,scientific and position-relevant through the competency.The article research framework consists of five parts.The first part is the introduction,mainly set out the research background,the research methods as well as the theoretical and practical significance about the paper.The second part mainly expounds the theoretical basis of the article and the introduction of competency theory and competency model theory.The third part details the current situation and existing problems about the grass-roots civil service training.The forth part mainly comes up with the effective strategies of the grass-roots civil service training based the competency,the primary strategies include establishing classified training pattern,introducing the market mechanism of civil servant training, advocating a learning government organization culture, training and evaluation mechanism countermeasures.The last part summarize the thesis research results and future research.
