From "grid Management" To "grid Governance.

With improve the structure of the society, and people's living environment, the innovation of social management system,and the improvement of structure of the society are good for the harmonious development of society, and the construction of harmonious society.The community is the basic unit of social governance, and the starting point and the end result of improving people's life.Therefore, the community management is directly related to the success of the social management. With the continuous deepening of the transformation of social structure, in addition to the economic transformation, as well as urbanization factors related, the urban community is faced with the agglomeration of population and the diversified social needs and the intense conflict of contradictions and social interests.Therefore, from the micro level, community governance is a miniature of the social governance, and a basic unit of the social governance. Only when better processing and solving the prominent problems in the process of community governance,can we embrace with a lot of people' requirements to the community governance,the better maintenance of management of social order,and then the promotion of development of a harmonious and orderly society, finally the realization of good governance.At present, with some practical problems of the community managements of the traditional city in our country, the main structure of managements is single, the management system is not perfect, and the management efficiency is low. So the traditional administrative management can not adapt to the all-round development of city communities. Therefore, based on the summary and reflection of the traditional community management, the government at all levels has set off a new trend of urban community management. In the management of urban communities, the government introduce the idea of grid management, and deeply explore and experiment. The introduction of grid management in urban community is of great significance for the improvement of social management and the construction of a harmonious society.The national experimental and practical process of this kind of thought has been summarized, which has been supported by the government,and which has been concerned and discussed by all circles of the society. Because of the actual situation in different places, according to the unique advantages of the local, the governments in different places put forward their own development model. However, due to the different conditions and existing problems in the country, there are different modes of development and ideas.Through the consult literature and the actual research, the author of this article have the reference to the experience and advantages of the governance mode of Dongcheng District of Beijing, of Minhang District of Shanghai Governance Model and of Zhoushan "group management".At the same time, we also found in the implementation of grid management process with some deficiencies and shortcomings. Grid management carried out by this paper in Yulin City, which as an example, both we show the excellent practical results, and from the management of the main body of the structure level, the management level, operation process and operation means,as well as conclude the problems of grid management of current our country city community and in-depth analyze the above issues.On the basis of in-depth study of urban community grids management, we proposed urban community governance,which by the grid management changed to the new mode the "urban community grids management", we strive to solve problems existing in the process of urban community management through this model. In the framework of this model, we interpret again objectives, principles of the "grid management ", as well as the framework of the main body operated, and significantly show implementation of the program. For a case study of Yulin City in Shaanxi Province, in theory and practice, it provides the social governance mode of small and medium-sized cities with strategy theory and the solutions, so as to realize the improvement and perfection of management of national urban community grids, and at the same time realize the social governance in promoting the progress of social management.
