The ethnic culture has a huge potential of social governance,“to promote national governance systems and governance capacity modernization “was first proposed in the third Plenary Session of the 18 th CPC Central Committee.Emphasis on "improving social governance and innovating social governance","Comprehensive governance should strengthen moral restraint,the standard social behavior,adjusting interest relations,regulating social relations",among them,More emphasis is placed on "adjusting social relations should be good at using the way of the mass line,democratic way,the service way,through equal dialogue and communication,consultation,coordination and other ways to solve social problems and resolve social contradictions as far as possible," The core of social governance is to promote social justice and human all-round development rather than governance aimed at governance.This paper aims to how to use the ethnic culture–an innovative carrier of governance–to reach society governance properly in the governance of contemporary diversity.This study attempts to study social governance functions of the ethnic culture,using methods of literature research,interview and Field research under the broader perspective of social governance system.Since the birth of culture,the human was deeply influenced by culture all the time,the ethnic culture has social governance functions widely involved in the political,cultural,social,economic,ecological.According to horizontal view from way of social governance functions of the ethnic culture is divided into the material culture,spiritual culture,system culture and behavior culture in connection with social governance,which is the physical carrier of social governance,drive root cause,implement medium and rigid frame.Among them,Dynamic mechanism of social governance from the outside to the inside is formed by material culture and spiritual culture.Resultant force of social governance from the external force to conscious behavior is formed by system culture and behavior culture.According to longitudinalview from way of social governance functions of the ethnic culture is divided into the social governance functions of national level,social level and individual level.It sets up the national identity,promotes the external publicity and cultural soft power at national level,and has the function of social stability and social integration at social level and psychological balance,education and mobilization at individual level.Five governance form in four types of cultural governance mode and three management level forming resultant force of social governance together.Currently,Yunnan social governance functions of the ethnic culture does not completely play,influencing factors hindering the social governance function can not be ignored.There are five main points: behavior culture lag and the loss serious,system culture lag,religious culture influenced by external powers,absence in public culture service,the adverse effects of social governance on the basis of the development of cultural industry,the cause of the above factors are: "culture lag" of traditional culture,mainstream cultural penetration,the rapid development of economic globalization,be lack of public responsibility,"the negative culture" and "the counter culture".Governance capacity is effect in the most intuitive,in order to make social governance functions of the ethnic culture are played smoothly,it is important to seek maximize the effectiveness of influencing factors of social governance functions.Therefore,there are six aspects focus on optimized function: Reconstruct the ethnic culture and upgrade cultural conscious,guide the behavior culture and system culture adapted to the socialist,innovate village governance mode,handle the religious problems properly,adhere to public culture service and realize social governance function,promote the ethnic culture industry and boost social governance function.
