Study On The Policy Implementation Of National Aid Evaluation In Yunnan Province

China has attached great importance to the implementation of the national financial aid policy.Yunnan province is located in a remote area with an underdeveloped economy and a relatively high proportion of poor college students,so the national financial grant policy is an important way for colleges and universities in Yunnan province to achieve educational equity and reduce the financial burden of poor students'families.To insight into the problems in the national financial aid policy implementation in Yunnan province,this study adopts the methods of literature,case analysis,questionnaire method and statistical analysis to sum up the experience and put forward five aspects:the accuracy of the identification,the scientific evaluation,the timeliness of the distribution,the rationality of the use and the democracy of the supervision.Then based on the Smith model with idealized policy,executing agency,target groups and the policy environment to research,the study found that at the idealized policy level,there are problems such as unclear division of responsibilities,inaccurate evaluation standards,and unreasonable distribution methods.At the executing agency level,there are problems such as insufficient quality of executive personnel,insufficient policy publicity and lack of communication between executive agencies.At the target group level,there are problems such as lack of positive motivation,lack of correct understanding,and lack of reasonable supervision.In the aspect of environmental factors,there are problems such as insufficient social participation and unequal policy input.Based on this,this study,from the perspective of Smith model and the national strategy of targeted poverty alleviation,proposes countermeasures to optimize the implementation of the national financial aid policy for poor college students.At the idealized policy level,promote the legal construction of the national financial aid evaluation policy,establish a precise identification and recognition mechanism for poor students,combine the national financial aid assessment policy and targeted poverty alleviation strategy,etc;At the executing agency level,establish a professional policy implementation team,strengthen policy publicity and promotion,ensure the diversification of governance subjects,etc;At the level of target groups,adhere to the principle of giving advice to people,adhere to the principle of education,establish supervision mechanism,etc;In terms of environmental factors,improve supporting measures and optimize policy environment,implement the precise funding to make up for the western defects.Seeking solutions to problems of Yunnan national financial aid policy implementation can reduce barriers for poor college students popularization of higher education,build a fair and harmonious campus,improve public service quality,explore a new system of Yunnan province's national financial aid and help for Yunnan's accurate poverty alleviation.
