Innovative Research On The Management System Of Government Affairs In Haimen City

As China gradually accelerate the pace of political reform and comprehensively promote the rule of law,the reform of the administrative system closely associated with it is gradually entering the deep water area.As an important part of the reform of the administrative system,the local government affairs management system reform not only indirectly affect the overall situation of China's political system reform,but also directly related to the actual play in the new historical period of transformation of the functions of the government performance.Therefore,how to optimize the organizational structure and change the functions in the corresponding laws and regulations in accordance with the basic requirements of the reform of government institutions,and how to actively explore and gradually establish a new system to adapt to the socialist market economic system and conservation oriented,service-oriented government combining with local characteristics,has become an important topic of common concern of academia and Politics.According to the local characteristics of Haimen City,office management system as the main line,in the premise of history review of China's administrative affairs management system under the present situation,this paper systematically analyzes the research status of Haimen logistic work system,summarizes the existing achievements,points out the existing problems,and then analyzes the reasons behind the problems according to the related theories and methods.Based on foreign logistic work system construction and innovation of the advanced experience,this paper puts forward reasonable suggestions on the innovation of logistic work system.Firstly,regulate the establishment of institutions,establish and improve the management system;secondly,centralize governance and further strengthen the management function;thirdly,adhere to market-oriented and play a basic role in the resource allocation of the market;finally,strengthen the legal system construction,reform and innovate the management system of government affairs within the framework of laws and regulations.
