Research On The Open Data Dynamic Mechanism Of The Chinese Government

Premier Li Keqiang pointed it out in the government report of National two sessions that the supervision mechanism of "Two Random Selection of Inspection and Make it Public" should be carried out in overall aspects and the collaboration between Internet and political service should be implemented with full efforts.On the second summit of Global Open Data Government collaboration held in London in December,2013,the result of "Data Investigation of Open Government in 2013" manifests that there are 77 countries involved in this assessment and our country ranks 35th,in the middle of the ranking.In the analysis of the reason why it leads to such a situation,there is a tendency in the conclusion drawn by the political officials and scholars that among all the factors,the most fundamental one is that both the interior and the exterior of the government lack the motivation to make the data public and the current limited motivation did not play it strength due to the lack of integration and collaboration.Thus we should give full play to the strategic function of the data resources in stimulating the national economic development and we should resolve the obstacles encountered in promoting the mechanism of data-opening motivation,which plays a significant role in ensuring a healthy,stable and orderly operation of data-opening.This article,through various literature research and on-the-spot investigation,realized the status quo of the data-opening in our governments and the lack of motivation,as well as analyzes the root of the lack of data-opening motivation,establishing the frame for the data-opening motivation.It conducts a profound analysis on the strategy to optimize the data-opening motivation mechanism,such as to further set up regulations of government and comprehensively stimulates the data-opening motivation.Meanwhile,it states the importance of the data security of government and proposes some related suggestions accordingly.
