Research On The Reasonable Speed And Cost Of Urbanization Of Migrant Workers In Yunnan Province

This paper has systematically studied the reasonable speed of the citizenization of migrant workers and it's costs in Yunnan province.This paper started from the research of current situation of migrant workers in the present stage and of the citizenization will,then grasped the overall situation of migrant workers in Yunnan province.Then,the general economic equilibrium model is used to predict the economic effect of the different advancing speed.Taking into account the cost of citizenization of migrant workers may be a huge problem,this problem will prohibit the policy promotion in the early time,this paper used the method of the summary and classification to make a rough estimate of all kinds of costs caused by the policy of promoting the citizenization of migrant workers in Yunnan Province.By making a comparative analysis of the income the model predicted amoung the government,enterprises and residents,the paper then made a feasibility analysis to promote the citizenization of migrant workers on the present stage.Based on the above research,the following four conclusions are obtained:The first step forward,the citizenization speed of 20% each year is better than 10% and 30%,and,after about 5 years when public policy has been completed,the thransformation of migrant workers into urban residents will be successful completed because of elimination of wage discrimination and increasement of of marginal propensity to consume and other factors,this will release the huge potential of domestic demand.Second,at the rate of 20% of the population to promote the speed of each year,the proportion of migrant workers accounted for the proportion of their personal income is higher than 70%,while the proportion of government and enterprise share of the cost of income is minimal.Third,the key to promote the citizenization of migrant workers is to solve the problem of high costs,the policy designation can be considered to ease the high public cost of personal through the relevant system design dominated by the local government;Fourth,based on the situation that the costs of housing and basic endowment insurance costs are high,the government should provide housing security and the basic old-age insurance for migrant workers as soon as possible,reduce the burden that migrant workers settled in the city on one hand,on the other hand,reform the rigid land circulation system,broaden the channels of migrant workers' income improving.
