The Fifth Plenum of the 16 Party Congress(CPC) has proposed for formulating ,during the next 15 years,it is necessary speed up the process of urbanization, with completing to scale down the rural population from the current two-thirds of the country's total population to one-third in 2020.the realization of the magnificent objective is a comprehensive project come down to other aspects as industrialization, urbanization, modernization. At present time, China has 230 million migrant workers who associated with their families are more than 5 hundred million. With the accelerated development of China's industrialization and urbanization, the huge demand for migrant workers will stimulate the rural surplus labor transfer from countryside to industry and city. That is the scale of migrant workers will continue to expand. The civilization of migrant workers is not only a key-point to dictate whether China can achieve industrialization and urbanization but also a requirement for building a socialist harmonious society. For the reason, what's the current status of the civilization of migrant workers, which obstacles we will meet during the process and how to clear them up are key issues which determined whether China could transfer from an agricultural country to a highly developed and culturally advanced industrial country with success.Actually, the essence of the matter of migrant workers is theirs non-farmers and modernization, and the crux of the problem which is lacking of interaction between migrant workers and industrialization. With the result that the migrant workers can't provided public service by the city, in addition, even their basic right cannot guarantee. The only way to solve the problem is to gradually civilization the majority of the migrant workers, pushing them become urban civilization. The matter of migrant workers'civilization is involved with a series factors such as their enjoyment of public services/products, their socio-economic adaptation, their integration into urban life and the social costs and so on. Therefore the final realization of migrant workers'civilization requires not only institutional innovation to eliminate the barriers from systems gradually but also increasing the relevant devotion to satisfy the financial requirements for migrant workers in the protection of basic rights and the public services from city in the process of the civilization, namely the government should undertake to social costs of civilization of migrant workers. In one word, the core of the tough problem of migrant workers'civilization is its social costs. This paper made a chief study of the problem of migrant workers'civilization in the following aspects. At first, we discussed the procreating and the meaning of migrant workers, and presenting the inside and outside of factors of the procreating of migrant workers and both of their position and effect during the process of China's Reform and Opening-up. In the second place, it's the defining and the significance of migrant workers'civilization, indicating the requirement for the converting of migrant workers'status as well as the great significance of migrant workers'civilization on the development of China's society. Thirdly, we had analysised the obstructions which the migrant workers suffered in the process of their civilization in view of inner and outside. Fourthly, we pointed out the ways and means of China's civilization of migrant workers in the view of social institution, national policies, things etc. At last, we discussed the issues which related to the social costs of migrant workers'civilization. By way of the study on the above-mentioned issues, we provided some theoretical references in order to get a clear understanding both on the significance of migrant workers'civilization and the countermeasure for dealing with it.
