At present,with the rapid development of Chinese economy and the deepening of reform and opening up,increasing labor problems have led to a series of social contradictions.The widening of the income gap between front line workers and management which bring out rising labor disputes have a negative impact to social stability and development.In particular,remuneration of labor become the focus of attention,need to be the subject of special attention in the current social conflicts.Collective Wage Negotiation,is the cooperation between the enterprise and the worker,perfecting achievement sharing mechanism which maximize the needs of both sides through equal consultation to promote economic development and social stability.As one of the main bodies to promote Collective Wage Negotiation,Labor Union plays a vital role.Yangzhou carried out Collective Wage Negotiation in 1998,which achieved significant results.Also,it exposed some problems in promoting the process.This article studies the status of Yangzhou Labor Union carring out Collective Wage Negotiations and the effectiveness analysis,clarifies the major problems which are decentralized,insufficient coverage,formal tendency,not targeted in content,the subject of negotiation not enough etc.The above have resulted in no significant effect.For that,this paper combined on the view in the workers of cognitive questionnaire survey and field research,analysis in-depth the reasons,point out that the internal environment of Yangzhou Labor Union,legislation level,the consciousness of government,enterprise and workers,insufficient promoted force of government are the main factors which cause it not efficient.Finally,the construction of the Yangzhou Labor Union need to strengthen its own internal environment and improving the external environment policy,progressively resulted in the Collective Wage Negotiation system to fully play its role.
