| With China’s reform and opening,to solve the social problems and meet mass demand,the government has been increasing social service spending while the number of social organizations has been growing up rapidly,and public welfare work has been developing well.In these years,as a new type of charitable investment,"Venture Philanthropy(VP)" has gradually been into the public view,which has aroused the concern of the society.At present,Jiangsu province has been one of the areas where the development of VP practice is excellent in China,and VP has been implemented in most cities of Jiangsu province.Following the trend of VP development in Jiangsu province,the municipal and district civil affairs departments of City Y have carried out VP activities and civil societies of Q district actively have participated in various types of VP activities since 2012.Until to the end of 2015,the number of VP projects and subsidies has a certain scale in Q district.VP projects in Q district have gotten achievements while exposed some problems,such as most VP projects focusing on the earlier application and assessment,the lack of a comprehensive system of project evaluation,service effects and social benefits to be improved,ect.All of those are restricting the further development of VP projects in Q district.The paper,based on the CIPP model,selecting the multi case studing method with the current situation of VP projects in Q district,studies the practical application of CIPP model in VP project evaluation.Firstly,it analyses operating process and the effecting factors of CIPP mode in VP project evaluation.Considered with the characteristics of VP,advanced experience of other areas and the current situation of VP project evaluation in Q district,it tries to redesign the evaluation system of VP project.Secondly,the paper choosing three VP projects as studying case to comparative analysis,discusses the practical application and effects of CIPP model in VP project evaluation with the effective information from comparative analysis.Finally,the paper per the problems in the field survey and research,gives the suggestions on VP project evaluation with CIPP model as Context Evaluation on real needs,Input Evaluation on existing basis,Process Evaluation on internal supervision,Product Evaluation on diversified assessment,analyses important influence of evaluation cost and the value orientation in VP project evaluation,points out the weakness of the research and the vision for the future. |
