Civil servants are the backbone of building a service-oriented government and comprehensively promoting the rule of law.They represent the image of the country and the government and serve as a bridge connecting the government and the masses.Civil servants should constantly improve their own quality and play a good role as "public servants" of the people.Civil servant training is an important part of civil servant management,an important way to strengthen the capacity building of civil servants,an inevitable requirement of building a service-oriented government,and an important guarantee for the modernization of national governance.At present,there are still some deficiencies in the analysis of civil servant training needs,teachers and effect evaluation of Shanghai Municipal Administration Center For Social Insurance Affairs.It is urgent to solve these problems,improve the training effect and strengthen the cadre team construction of Shanghai Municipal Administration Center For Social Insurance Affairs.In view of this,this paper takes the civil servant training system of Shanghai Municipal Administration Center For Social Insurance Affairs as the research subject.Starting from the research background,research purpose and research significance,the related research about public servants training system at home and abroad were summarized and evaluated,then the structure of Shanghai Municipal Administration Center For Social Insurance Affairs staff and civil service training system development stage were summarized,and on the basis of CIPP evaluation model of the process oriented,using literature research,data analysis,individual interviews and field research the research method of combining the study of social security center of Shanghai civil servant training process,systematic analysis of the current situation of the social security center of Shanghai civil servant training system in recent years,It also summarizes the problems existing in the civil servant training system of Shanghai Municipal Administration Center For Social Insurance Affairs and analyzes the reasons.To try starting from the four aspects of CIPP evaluation model,the whole process of civil servant training in Shanghai Municipal Administration Center For Social Insurance Affairs is analyzed comprehensively,has carried on the comprehensive analysis of the late process,put forward Shanghai Municipal Administration Center For Social Insurance Affairs civil servants training demand analysis of system optimization,training plan system optimization,training management system optimization,and training evaluation system optimization and system optimization strategy,respectively.
