Research On Third-party Evaluation Of Venture Philanthropy Projects

Many local governments purchase social services from social organizations in the form of venture philanthropy,and the evaluation of venture philanthropy projects is increasingly entrusted to third-party organizations.Third-party evaluation is to monitor the use of public funds and the development of public welfare projects more professionally and fairly.Therefore,it is necessary to study the practice and dilemma of third-party evaluation of venture philanthropy projects.This paper investigates the third-party evaluation practice of Hangzhou venture philanthropy projects in detail.Taking four evaluation institutions and four evaluated institutions as examples,the paper collects data by literature research,participatory observation and semi-structured interview,describes and analyses the current situation and main difficulties of the third-party evaluation in Hangzhou,and on this basis,the optimization measures of the third-party evaluation are put forward.The development status of third-party evaluation in Hangzhou is divided into three parts,including environmental status,institutional status and practice status of third-party evaluation.In the part of the environmental status,starting with the policies on venture philanthropy projects and third-party evaluation issued by Hangzhou in recent years,we understand that the government is gradually guiding and standardizing it.In the part of the institutional status,it is found that the four third-party evaluation institutions in Hangzhou have strong evaluation specialty.In the part of the practice status,it elaborates on evaluation methods,evaluation process,evaluation content,evaluation results and its application.It concludes that in the evaluation practice of venture philanthropy projects,the third-party evaluation has certain independence,and the third-party evaluation can generally achieve procedural fairness and results fairness.The main difficulties faced by Hangzhou's third-party evaluation are as follows: the legality of the third-party evaluation is not clear;the lack of social organizational ability makes the evaluation impossible to be carried out strictly;the long period of the project producing benefits makes the evaluation difficult to be carried out;the lack of daily supervision of projects makes the evaluation results poor;the lack of classification of service projects makes the design of evaluation indicators unscientific;the unreasonable use of the evaluation results makes it difficult to highlight the significance of the evaluation.The difficulties faced by third-party evaluation will restrict the smooth development of its work,so this paper puts forward six targeted countermeasures and suggestions: establish and improve laws and regulations for evaluation,improve the ability of social organizations,properly adjust the project benefit expectation,combine daily supervision and evaluation,optimize the design of evaluation index system,and strengthen the application of third-party evaluation results.By putting forward the countermeasures and suggestions of optimizing third-party evaluation in Hangzhou,it is helpful to solve the existing difficulties,make third-party evaluation gives full play to its advantages,and achieve the purpose of promoting the development of social organizations and improving the quality of service projects.
