For a long time,from every opinion we can see,the world of the aging population of the major social problems to maintain a strong concern,and the health of the elderly is one of the important symbol to measure a country's social civilization and our country to establish a perfect medical system for this large group is absolutely indispensable.As everyone knows,other groups of older people's physiological function and resistance as well as in addition to the infant,especially the disease incidence rate is significantly higher than other groups,through the study of literatures we can see that in the next twenty or thirty years,China will gradually enter the aging peak,the population aging problem,especially the health the elderly will become a thorny issue.As a higher level of social and economic development,the contradiction between the demand of medical insurance for the elderly and the improvement of the medical security system is becoming more and more obvious.Therefore,in order to meet the needs of social development,to achieve a harmonious social goals,to establish and improve the urban elderly health care system is the inevitable demand of social development.But it can not be denied that,according to the research data,about 60%of China's aging population in rural areas,urban aging population accounted for less than half.However,compared with the rural aging population,the aging population of the city to provide more medical medical insurance fund,their health problems are more prominent,so the study of city medical security problems of the elderly population of China's medical insurance system to solve the problems and perfection of medical insurance policy and system for the establishment and improvement of multi multi-level medical security system has a more profound and realistic significance.At the same time,it also provides theoretical support and policy basis for the realization of the ultimate goal of health care for all the citizens.The research content of this paper is composed of six parts,and follows the following trajectory.The first part is the introduction part.Mainly on the origin of the topic and the research significance,research status and research methods are briefly introduced,in order to solve the problem of the location;the second part is defined as the concept of population aging,the elderly health care and basic theory.In the foundation of this two concepts,analyzes the effects of population aging on medical security,finally elaborated the population aging and the elderly medical security basic theory research,with theoretical basis to solve the problem of this study;the third part is the analysis of Chinese city elderly medical security situation and social investigation.In this part,a detailed analysis of the current situation of medical security for the elderly in our city,and detailed analysis of the questionnaire about the health care of the elderly in Xi'an City,with the reality of problem solving in this paper;the fourth part is our country city elderly medical security problems and analysis.This paper argues that the main problems of the elderly medical security of our country city is lack of relevant legal protection,the lack of financial investment,lack of institutional government on the fairness,the elderly income and increasing medical expenditure,does not match the existing health care system is lagging behind and not perfect.At the same time pointed out that China's city elderly medical security problems of the main reasons for the aging of China's population situation caused by the existing medical security system limitations,the elderly care is not perfect,this part is to solve the core problem of this study;the fifth part,in response to the aging of the population the elderly medical security policy recommendations.The elderly medical security policy recommendations:to formulate relevant laws,improve the legal system;increase the financial investment,expand coverage;optimize the allocation of resources,to ensure fair distribution;improve service,improve service quality,this part is to solve the countermeasures and path problem of this study;the sixth part is the conclusion and outlook,this part reiterated the importance of the medical problems of the elderly security of the city,it is necessary to improve the health care system of the elderly City,at the same time,this part expounds the basic conclusion of this research.The conclusion of this paper is:the country needs the introduction of special laws and regulations for the elderly medical insurance;the government should increase the elderly medical expenses;the government should strengthen the popularization of chronic disease prevention and control efforts,organize related medical lectures,chronic disease health examination and other activities;the government should establish and perfect the system of medical services for the elderly.To improve the level of medical services for the elderly.
