Family Distress And Family Support Policy Research For Children With Disabilities

As the most important living environment for children with disabilities,family is closely related to the physical and mental development of the children with disabilities.With the development of social economy and population,the family's self security function has deteriorated.For a long time,the children with disabilities rely on informal support systems based on family.So their family members and families are under of heavy burden and pressure. According to family system theory,in order to insure children with disabilities have better physical and mental,we should provide supports for families with disabled children.If the family can not be supported by the system, it will inevitably affect the survival and development of disabled children.Children are the future and hope of the nation,and childhood is the rescue period of rehabilitation education.But the strength of a single family is weak,these families need social support.Family security, as a part of the protection of disabled children, is an important carrier to meet the needs of disabled children.Through family support policies and services, it can slow or eliminate the economic burden and psychological burden of disabled children and their family members, improve their ability to cope with problems,and promote the survival and development of children with disabilities.Therefore,we should take measures start from family to meet the welfare needs of children with disabilities.At present, the welfare of disabled children in China is limited to the disabled children in the welfare institutions, while the disabled children who live in the original family are still a weak point in the welfare policy and service system.Therefore, it is of great significance to construct and perfect the support system which takes the family needs of disabled children as the core, to protect the rights of disabled children, and to improve the survival, development and social participation of disabled children and their families.In this paper,literature research and in-depth interviews were used to obtain information.And quantitative and qualitative methods were used to the study of content research.The study found that families of children with disabilities are facing difficulties in economy,medical rehabilitation,care and education.There is an urgent need of economic support,service support,information and psychological counseling and other needs for these children and families.Through comparative analysis,for the current family support policies and services,there are many problems:the lack of family perspective,the absence of government and social responsibility,the lack of special and preferential treatments,the uneven distribution of resources,the lack of psychological counseling services,and the absence of information popularization.Finally,this paper puts forward some suggestions to explore the family support policy for the children with disabilities in China:Strengthen the national responsibility,introduce the perspective of family,establish a multi-level allowance system of children with disabilities ,improve the medical rehabilitation system,establish a family support service system by integrating resources,provide counseling, professional training and psychological counseling.
