Research On The Status Quo Of Institutional Pension In Guiyang City

Institutional pension plays an active role in addressing the challenges of population aging.In order to understand the status of institutional pension and promote the development of institutions pension.This paper studies the current situation of institutional pension.To find the problems by comparing the supply and demand of old age service.And than put forward countermeasures to promote the development of institutions pension.In terms of the supply of old age services,there is a huge difference in different kinds of pension agencies.Public pension institutions and public-owned private pension institutions have better scale and capacity of old age services supply than private pension institutions.There many ole age beds are idled in different kinds of pension agencies,especially private pension agencies.The provision of old-age services is too single.It is focus on life care services.Diversity,personalized,high-level pension services are shortage.Leisure and entertainment services are not rich enough.Mental care service is shortage.The quality of medical and nurse care is not high.Hospice care is yet to be developed.Talent team with small scale,aging age,low level of culture,poor profession restrict the supply capacity and quality of pension services.In terms of the need of old age services,the article investigated the satisfaction of life care services,the need of leisure and entertainment services,the need of spiritual care services,the satisfaction of medical and nurse care about old people.And select some factors such as age,education,health status,self-care ability,occupation,children visit frequency to analysis the demand and satisfaction above four services.Old people have a high satisfaction with life care services.They have a strong demand for leisure and entertainment services,spiritual care services,medical and nurse care services.The advanced age elderly,highly educated elderly,unhealthy elderly,poor self-care ability elderly and retired elderly need diversity,individuality and high level leisure and entertainment services.The advanced age elderly,unhealthy elderly,poor self-care ability elderly and the elderly who are less visit by children are most need spiritual care services.The advanced age elderly,unhealthy elderly,poor self-care ability elderly need targeted,high-quality medical and nurse care services.Through the analysis of the contradiction between supply and demand of pension service,there are some problems on institutional pension:(1)There is a big gap in different kinds of pension agencies;(2)The using rate of pension beds is low;(3)The capacity of pension service supply is shortage;(4)Talent team is not strong;(5)The evaluation mechanism of professional qualification is unreasonable.Combined with the causes of these problems,this article puts forward following countermeasures:(1)Standardize the planning and management of pension institutions,actively support the development of private pension institutions,reduce the gap between different institutions;(2)Improve publicity,adjust the subsidy mechanism,improve the using rate of pension beds;(3)Establish volunteer service organization mechanism,adjust the way of combine with medical service and pension service,improve the supply capacity of pension services;(4)Establish the mechanism about training,referencing,retaining talent;(5)Flexibly adjust the evaluation mechanism of professional qualification.
