Research On The Issue Of Talent Protection For Local Rule Of Law In Tibet

On comprehensively the rule of law as the fourth plenary session of the party's 18's decision,the rule of law construction in China entered a new stage of development.National autonomous region of Tibet,as an inalienable part of Chinese territory,in the process of the rule of law and the rule of law construction whole process is advancing at the same time,also for the promotion of legal construction of a direct impact on the Chinese.Talent guarantee at different stages of construction of the rule of law have different requirements,Tibet phase of the construction of the rule of law,of course,consistent with the rule of law construction overall development stage,but the Tibetan national autonomous areas and the unique history,geographical environment,determines whether there are a lot of demand in talent guarantee particularity.In addition,compared with the national economic and social development in Tibet also has a certain lag,this led to the talent guarantee of the rule of law construction in Tibet,with the national legal system construction development stage are facing common problems at the same time,also has its personality problems.In this paper,starting from the theoretical study of the rule of law construction development stage,to the national development stage after making qualitative and Tibet the rule of law construction,with the demand talent guarantee at this stage the rule of law construction,talent guarantee of the rule of law construction of common problems in Tibet,personality problems and its causes in depth analysis,in full consideration of Tibet talent guarantee of the rule of law construction,on the basis of development opportunities,from strengthening talent training,accelerating formation of rule of law thinking,widen the channel of the talent pool,10 suggested solution is put forward,in order to play a promote the rule of law construction in Tibet.
