Research On Qingdao Prison Management During The Republic Of China (1927-1948)

In this paper,the Qingdao prison and its management practice in the Republic of China as the object of study,from the micro,regional perspective,to explore the historical experience of China's prison system and the modernization of the legal system.This paper is divided into the following seven chapters:The first chapter mainly combs the establishment and evolution of modern Qingdao prison.From the beginning of 1927 years,until the liberation of Qingdao in 1948,during which the Qingdao prison in the time,space and construction area,the pattern of changes.The second chapter mainly discusses the management organization and staff of Qingdao prison.Mainly includes two parts: one is the staff of the prison management responsibilities in the Republic of China;the two is the prison staff recruitment,training,examination and management incentive.This part is divided into four sections,1,2,and elected examination;staff training;3,reward and punishment;4,prison officers leave system.The third to the fifth chapter mainly discusses the investigation,statistics,management,education,education and so on.The third chapter mainly focuses on the statistics and investigation of the prison staff,including prison accommodation,supervision and supervision of offenders in the number of prisoners age,education and family status,criminal charges etc..The fourth chapter is about the management of the prisoners in daily life.Including clothes and bedding prisoner grain diet,environment,health,disease and death in prisoners.The fifth chapter is about the educational reform and educational training.Through education,education,improve the ideological and cultural level of prisoners,the prisoners out of jail can integrate into society as soon as possible,not to repeat.The sixth chapter mainly describes the work and reform of the Qingdao prison inmates.Qingdao prison through the establishment of the work shop,organize the prisoners to participate in labor,not only can achieve the transformation of the prisoners in prison,but also to create profits,maintain the operation and management of the prison,The seventh chapter mainly describes the prison system.Mainly for the attention of the prison staff,patrol and duty on the way,the prison management personnel in accordance with the rules of the prison,approach to the management of prisoners.Based on the above research,the author thinks that the Qingdao prison in the Republic of China,as the starting point of the modern prison system,is a German prison.In the organization and management system,absorb and learn from the experience of modern prison management system at home and abroad,as China's prison management paradigm and a regional model,is an important perspective of legal process development and historical civilization,modern Qingdao in the creation of the prison system,systematically absorbed the Western prison management mode,establish a relatively complete management system.As an integral part of China's prison system and the modernization of the legal system,the modern Qingdao prison and its managementpractices provide a useful historical experience for the modernization of the rule of law in china.
