| This article takes the Qingdao police system before liberation(1898-1949)as the research objects,probes into the historical evolution of Qingdao police in modern times and its contribution to the construction of a modern legal system in Qingdao from the micro-institutional level.The research of this article is divided into the following chaptersThe first chapter mainly combs the formation and evolution of Qingdao police in modern times.From 1898 when Germany landed in Qingdao with the pretext of "Juye Religious Case".The evolution of Qingdao police in different periods is introduced in detail.The second chapter mainly discusses the extreme exercise of the power of Qingdao police in modern times.It mainly elaborates the specific regulations and implementations of Qingdao police in the process of stabilizing Qingdao's urban order from the aspects of the investigation and solving cases,drug control,prostitution prohibition,management of dance area,a unified command of traffic and household registration.The third chapter mainly introduces the appointment and education of Qingdao police.Due to the lack of historical data,this chapter focuses on the relevant appointment rules during the first period of Nanjing National Government and Beiyang Government.In this way,the overall quality of the Qingdao police force before liberation is expounded from the perspective of personnel.As for the education and training system,this paper mainly introduces the development and evolution of police schools,school training and perennial education,and gives a general introduction to the education and training system of Qingdao police in modern times.At the same time,it studies various innovative measures of police education carried out by Nanjing National Government in Qingdao between 1929 and 1937.Through the research,it shows that Qingdao Police Education system reached a peak in the period of Nanjing National Government.The reason why Qingdao could achieve such a prosperous level in economy,demography and social order during this period was closely related to the improvement of police education system.The excellent police trained through the perfect education system could naturally exercise their functions and powers well,thus enabling the Qingdao police at that time to achieve such a prosperous level.It has made great contributions to maintain regional stability.Chapter ? mainly introduces the daily treatment of Qingdao police.It tooks a series of measures taken by Qingdao Public Security Bureau before 1937,such as the establishment of medical service,police freemasons,family housing areas,police cemeteries,thus elucidates the Nanjing national government period ruler to Qingdao police treatment attention.At the same time,combined with relevant archives,the paper introduces that the neglect of police treatment by Qingdao Police Bureau during the Japanese occupation period has always led to the loss of personnel.Chapter Five evaluates the police system of Qingdao in modern times based on the narrative of the previous chapters and the unique historical characteristics of the Qingdao area.By combining with the traditional security mechanism,such as the characteristics and shortcomings of the Baojia system and the yamen runner system,it clarifies the modernity and inevitability of the Qingdao police in modern times and combined with the development model of Shanghai police system,this paper discusses the characteristics of Qingdao police as a regional case.Through the above studies,this paper holds that the construction of Qingdao police system in modern times started with the introduction of advanced systems in the process of building "model colonies" in the German occupation period.After the development and improvement of the latter periods,it reached its peak in the first period of Nanjing National Government's rule and declined slightly in the later period of World War II and the War of Liberation.Based on the system evolution of different periods,this paper holds that Qingdao police system in modern times has fully absorbed the advanced experience of the Western police system and fully combined the particularity of the Qingdao area.Through the joint efforts of several generations of police personnel,a relatively complete police system has been established,which is an important part of the development history of Chinese police and the modernization process of the legal system in Qingdao area.The existence of Qingdao police system in modern times has its necessity,its existence has a strong necessity,and as a regional case,its development model has strong regional characteristics.Its achievements have played an extremely important role in the process of legal modernization in Qingdao and even in the whole country. |
