Legitimacy,the basis of global governance mechanism,has long been a problem perplexed the improvement of international institution.Highlighted by its effective output,G20 has already become an important platform for international cooperation to address the financial crisis and build consensus of global governance in recent years.Though broke a new ground in global governance,G20 is still facing prominent problems including unclear membership qualification,lack of transparency and imperfect accountability mechanism.The legitimacy of G20 is inevitably questioned by the international society.Thus,there is a need for a way to evaluate whether institutions of global governance have enough legitimacy and quality.This article uses a theoretical approach and quantitative method to build up an evaluation framework which is divided into two parts,input and output legitimacy,and consists of three dimensions: governance procedure,process and outcome.According to the result of evaluation,G20 experienced low level of input legitimacy but high performance at the first stage,however,after the Toronto Summit,G20 suffered a down performance and low motivation which brings down the whole level of legitimacy.This paper states that at this stage G20 should make legitimacy up from two aspects,input part and output part,to improve effectiveness and strengthen the execution and implementation mechanism.Besides,on the menu for choice,with the principle of changeable polygon,the G20-centered trans-institutional interactive network can also offer a possible way for G20 to solve the dilemma of legitimacy.
