Research On The Reform Of The System Of Supervision And Management Of The County-level Discipline Inspection And Supervision Organs

Chinese anti-corruption system with special characteristic is important experience and arrangement.Unified management and vertical management is necessary,because it will make roles and responsibilities of outposts more clear,which will improve supervision effectiveness.This paper takes Qingdao “LAIXI” city as a case,disliays the process of reform about anti-corruption system outposts,and describe in detail the target,methods,actions,performance and problems.By summarizing the successful experience,we puts forward some strategies and suggestions to improve the problems.Specifically,major achievements are as follows:(1)there are more discipline inspection groups covering more organizations;(2)discipline inspection force has been integrated and strengthened;(3)capability of seeking problems has been enhanced;(4)responsibility consciousness has been further strengthened;(5)all kinds of problems get timely rectification.But problems still exist: the system is still not perfect,the mechanism is still not smooth,supervision methods relative lag and so on.Causes of these problems lie in:(1)there is no mature experience to follow,we need to continuously explore in practice;(2)the system construction and work mechanism is not perfect;(3)functional positioning is not accurate enough;(4)There is still a deviation in disciplinary inspection cadre role.According to the problems and causes,we put forward some countermeasures:(1)ehance the effectiveness about organization pattern;(2)perfect the work mechanism of accredited institutions;(3)specification in personnel selection and appointment.This study can enrich the theory of vertical management about discipline inspection institutions and outposts,and we provide some reference suggestions as our extara contributions.
