At present,China is in the period of economic,social and government transformation,in which government transformation will provide important guarantee for economic and social transformation.The government transformation oriented by public service puts forward new requirements for the improvement of the quality of civil servants and the enhancement of public service consciousness.Career management,as one of the important contents of modern human resources management,not only plays an important role in the realization of individual career goals,but also plays an important role in the achievement of organizational development goals.Taking the opportunity of deepening the reform of the cadre and personnel system and the reform of the classification of civil servants as an opportunity,this paper chooses the comprehensive management civil servants at the grassroots level who have the largest number of civil servants,the most cumbersome work duties and the closest contact with the masses as the research object,and introduces the theory of Human-Organization matching to give two-way consideration to civil servants and government departments,and tries to put forward the idea of improving civil servants from the perspective of the government.Relevant countermeasures and suggestions of career management.This paper is mainly discussed through the following five parts.The first part is the introduction.Through the elaboration of the research background,this paper illustrates the significance,purpose and content of the research on career management of civil servants in the three transitional periods of economy,society and government.The second part is the definition of concept and theoretical basis.This paper defines the key words involved in the study,introduces the theory of Person-Organization fit,the model of career management and the guiding role of the theory of Person-Organization fit in career management,and combs the summary of domestic and foreign research on career management and the theory of Person-Organization fit,which lays the foundation for future research.The third part is the investigation and analysis of the current situation.Through the questionnaire survey method,this paper chooses Liangqing District of Nanning for empirical research,and combines the existing measures of cadre and personnel management,through the questionnaire data analysis of the status quo of career management of grass-roots comprehensive management civil servants.The fourth part is the analysis of the existing problems and causes.According to the results of the survey,this paper analyses the problems existing in the career management of grass-roots comprehensive management civil servants,and combines with theoretical tools to analyze the causes of the problems.The fifth part is the proposal of countermeasures.According to the problems and causes,based on the theory of Person-Organization matching,combined with the career management model and the relevant policies and regulations of civil service management in China,and from the perspective of government management,this paper puts forward some countermeasures and suggestions to improve the career management of civil servants.
