Policy Intervention Research On The Intergenerational Transmission Of Migrant Workers

Alleviating the transfer of migrant workers in poverty,is related to China's economic and social development of the overall situation,which is the necessary conditions for the development of urban and rural areas,but also the inevitable completion of a well-off society.In the first half of 2014,the State Council's Opinions on Solving the Problems of Migrant Workers was not only a strategic task of building socialism with Chinese characteristics,but also provided an appropriate opportunity for the study of the inter-generational transmission of migrant workers.This paper from the government point of view,from the migrant workers to spread the concept of inter-generational and theoretical basis,migrant workers poor inter-generational transmission of the characteristics,performance,and migrant workers poor inter-generational transmission of policy interventions and other aspects of elaboration.First,on the basis of literature analysis and interdisciplinary research,this paper distinguishes the basic concepts of migrant workers,migrant workers' poverty and migrant workers' poverty generation,and defines the concept of migrant workers' intergenerational transmission from the dynamic point of view.It points out the characteristics of transfer,circulation and persistence of migrant workers' poverty,and expounds the theories of social mobility,social exclusion theory and social learning theory respectively,and provides theoretical support for studying the intergenerational transmission of migrant workers.Secondly,it expounds the performance of migrant workers 'poor intergenerational transmission.For example,the employment status of migrant workers' poor families is not optimistic,the quality of life is low,the legitimate rights and interests are more vulnerable and the political participation is lower.Secondly,it points out that the reasons for the intergenerational transmission of migrant workers include the restriction of "duality" policy system,the inequality of educational opportunities and the radiation effect of poor culture,the imperfect employment and medical service system of migrant workers Social security system is not sound.Finally,the policy intervention measures to alleviate the inter-generational transmission of migrant workers are mainly to promote the reform of household registration system in our country,to increase the investment of migrant workers 'poor groups and their children,and to improve the employment and medical service system of migrant workers' poor families,To build an open social security system for migrant workers' families.
