Organizing employee training is an important guarantee for the improvement of the overall performance of the organization and the sustainable development of the organization.A good training system can become a booster for organizational development.As a public sector that exercises public power,government departments' overall quality and ability are directly related to the administrative efficiency of the government departments and the public's satisfaction.Therefore,in order to improve the administrative efficiency of government departments,it is necessary to continuously improve the staff training system.Although the Wenguang Tourism Bureau of Shijiazhuang City has established a corresponding staff training system,it still adopts the traditional training mode,such as the analysis of training needs in the form,the lack of specific training content,the single training method and the untimely evaluation of training effects.The problems are endless,resulting in unsatisfactory final training results.Based on the competency theory,this paper constructs the competency model of the staff of Shijiazhuang City Cultural and Tourism Bureau,clarifies the competency factors of employees,and then designs and implements targeted training programs.It can not only explore the potential of employees,cultivate independent innovation awareness and enhance employees.Work initiative,and also play an important role in promoting the administrative efficiency and service quality improvement of Shijiazhuang City Cultural and Tourism Bureau.The main research contents of this paper include three aspects: First of all,it clarifies the problems existing in the staff training of the Wenguang Tourism Bureau in Shijiazhuang City,including the seriousness of the training effect deviating from the expected target,the lack of internal motivation of the employees participating in the training,the neglect of the development of the staff potential and the low satisfaction of the employees' training.Secondly,the reasons for the problems in the staff training of the Wenguang Tourism Bureau in Shijiazhuang City include four aspects: the relatively lagging training concept,the lack of analysis of staff training needs,the lack of a sound training evaluation mechanism,and the lack of competency-based training design.Thirdly,this paper studies the 19 competing characteristics of Shijiazhuang Wenguang Tourism Bureau staff,and will be divided into four dimensions,including post quality,work environment ecology,knowledge skills and personal abilities,etc.,with questionnaires and interview data as Fundamental analysis;finally,employee training effectiveness analysis,training objectives,training implementation content system,training based on competency model Thecurriculum implementation,the transformation of training results and the evaluation of training effects were analyzed in the aspects of the implementation process and safeguard measures of the staff training of Shijiazhuang City Cultural and Tourism Bureau.The innovation of this paper is application innovation.The rationality analysis based on competency staff training is constructed from the theoretical perspective,and the competency model is constructed.It provides a theoretical basis for the selection of training content and the design of the program.
