Rely on Taishan to Beihai,this can not,not as well;for the elderly is not too heavy,not too.In recent years,under the dual attack of an increasingly severe aging population and weakening family pension,the problem of providing for the aged has become more and more prominent.It is an important factor for social harmony and stability,and an important topic for the decisive period of building a well-off society in an all-round way to meet the increasing demand for old-age services.The key is to promote the development of pension institutions.The health management of pension institutions must depend on certain human resources.Competency model is widely used in the field of human resources.It not only provides a new perspective for the theoretical research of pension service,but also combines the construction of full-time personnel in institutional pension service with the competency model.More can start from the reality to improve the institutional endowment service full-time personnel's ability quality.This paper first defines the concepts of pension institutions,pension service and pension service professionals,as well as competency model,and review welfare pluralism,human capital theory,advantage theory.It provides the theoretical basis for the follow-up empirical research.Then,the author uses behavior event interview(Behavior Event Interview-BEI)to interview 20 professional staff of pension service in Jinan City.Job analysis and competency dictionary summed up the competence characteristics of the collection of items,the preliminary construction of institutional pension service full-time competency model,and the establishment of institutional pension service full-time personnel competency characteristics preliminary test paper.Secondly,Item analysis and exploratory analysis of pre-test paper data are carried out to generate a competency measurement questionnaire for full-time institutional pension service personnel with 22 topics.Finally,based on the competency model self-evaluation questionnaire,the model is applied to the selection and training of full-time personnel in institutional pension service to test the applicability of the model.
