In recent years, the network revolution represented by “Big Data” and “Crowd Sourcing” in technology field and the democracy process represented by deliberative democracy are two forces driving great changes in China. How to integrate the network revolution and democracy process and formulate a driving force pushing modernization of “governance capability” is an important subject that is expected to discuss in academic circles. With China’s existing condition, this thesis try to explore from the perspective of Internet Politics the practical model which effectively integrate Cyber-Democracy and Deliberative-Democracy and draw a detailed design for it.This thesis holds the view that Internet politics can be divided in three dimensions-social governance, nation governance and global governance.Corresponding to that, Cyber-Democracy and Deliberative-Democracy can also be divided likewise so as to form three different kind of Network Deliberative Democracy practical models which including Network management consultation,national and transnational policy network meeting consensus network meeting.This thesis takes system analysis of political science research methods, takes the integration of network democracy and deliberative democracy as the goal, and mainly devoted to the democracy practice mode program design of network deliberative,specifically explore the convergence mechanism in different areas of the network democracy and deliberative democracy and practical path.This thesis is organized as follows:Introduction describes the background, current related research and significance of selected subject.The first chapter introduces cyber practice model of deliberative democracy.After sorting out the theoretical advantages and the practical plight of Deliberative Democracy and Cyber-Democracy, it leads to the Cyber-Democracy as a new political model, then analyze the theoretical possibility of the existence of cyber deliberative democracy practices and its specific path.In the second chapter, the paper introduces the model of social governance network deliberative democracy through the example of the cross participation of thefloating population. This chapter by taking full advantage of the floating population "cross network participation" model was put forward based on the household registration system, the floating population and political participation mainly external institution constraints, use network technology to achieve electoral democracy and deliberative democracy two forms of democracy in society in the governance process of the benign interaction, maximum to ensure the realization of democratic rights and interests of floating population, provides a new idea for crack floating population and political participation in.With reference to the value of deliberative democracy and new network technology, the present study in this chapter aims to find a new model of deliberative democracy. Deliberative democracy is in pursuit of maintaining stability and promoting development, which integrates the top-down national force and the bottom-up public opinion. The research analyses the practicality of the model, and figures out its advantages in reinforcing deliberative democracy of public response,cultivating democratic consultation and dealing with floating population’s political participation, etc.This chapter focuses on the urgent question of “how to do” in the implementation of “One Belt And One Road”(OBAOR) and proposes a new solution after the brief analysis of the problems in the implementation of the OBAOR. Namely,promoting and achieving the interconnectivity goals and the OBAOR strategy on the basis of network interconnection, and through the establishment of a nation-wide public network platform.Conclusion.
