Research On Emergency Management Of Emergency Events In Chenggong University City, Kunming

Chenggong University Town of Kunming City is the first university town built in Yunnan Province.It is also the largest one in terms of its scale and student population.In Chenggong University Town,there are totally nine universities which are the best one in Yunnan province,including Yunnan University,Kunming University of Science and Technology,Yunnan Normal University and six others.The total number of teachers and students in the University Town is more than 150 thousand,which makes the area an important place for emergency management.In recent years,there have been frequent occurrences of emergencies in universities,which have brought about many negative effects to universities.As a university agglomeration,Chenggong University Town of Kunming City is naturally an area prone to emergencies,such as teachers' or students' jumping to deaths from buildings,students' drowning,teachers' or students' missing,fire accidents,students' getting trapped in pyramid selling or bad campus network loans,and mass petitions.Emergencies like these happened once in a while and have severely affected normal teachings,research and life in universities,which might further affect the safety and stability of the whole university town.So,how to effectively prevent and manage emergencies happened in university town has become an important and vital topic to be studied now and in the future.Through the employment of questionnaires,field interviews and case studies,the present thesis analyses deeply the main problems existed in the emergency management of emergencies in Chenggong University Town of Kunming City: firstly,the plan system for emergency management is poorly constructed;secondly,there is a lack of special and permanent organization for emergency management;thirdly,there is a lack of preventive and early warning mechanisms for emergencies;fourthly,there is a lack of interdepartmental cooperation in emergency management;fifthly,there is a lack of mechanisms for psychological interventions;sixthly,information release and communication are not timely.In view of these problems existed in emergency management,the thesis analyses the reasons behind them through the following four aspects,namely,a lack of safety education,safety training and safety drilling,idea lagging for emergency management,changes of social environment in a social transformation period,and the exceptional complexities of the surroundings.Finally,the thesis recommends pertinent solutions to and suggestions for improving plan systems,organizational framework,prevention and early warning,information release and communication,interdepartmental cooperation,and systems of evaluations,rewards and penalties.
