Study On Problems And Countermeasures Of Emergency Management In District A Of Kunming

Since the beginning of the 21 st century,various kinds of emergencies have occurred frequently in China,such as the SARS incident from 2002 to 2003,the 5.12 Wenchuan earthquake in 2008,the Jiuzhaigou earthquake in 2017 and the successive incidents in 2018.These emergencies shocked the world,not only brought serious losses to the whole social life and economical development,but also affect the social stability,and the people even need a long period of time to recover.How to respond quickly and take effective measures to deal with these emergencies has become one of the important issues that the government needs to solve immediately.This not only related to the people's lives and property losses,but also tests how the government actively acts.Local governments at all levels,as local state administrative organs at all levels,manage administrative affairs within their respective administrative areas,which is an integral part of the whole state administrative organization system.Emergency management capability is also an important factor affecting the strategic management of local governments.In 2011,District A has entered the fast lane of development after completing the work of "with drawing counties and setting up districts".With new development orientation,more opportunities came.Municipal administrative centers,university towns and industrial parks have been stationed.Investment attraction attracts a large number of enterprises,from the suburban agricultural county into a new core area of the city,the object of emergency management has also changed,the number of migrants and college students has increased,the nature and causes of disasters have become more complex,multi-hazard types of incidents have emerged.For example,as the construction of new towns accelerates,the number of high-rise buildings increases,and high-rise buildings Fire accidents and elevator accidents began to appear;unexpected incidents involving college students also occurred from time to time.At the same time,with the deepening of institutional reforms,the original emergency management operation mechanism in District A has been gradually broken,but the new mechanism is stillunder construction.The combination of these two factors makes the emergency management of District A face unprecedented challenges.This paper studies relevant theories in emergency management,and focuses on analyzing and comparing the current state of emergency management construction of local governments in China and the current situation of emergency management construction of District A governments.At the same time,based on the actual work,through case analysis,this paper chooses the emergency management practice of District A government in dealing with public emergencies as follows:the case of urban waterlogging in District A,the fire accident in Plastic Factory B,the collective poisoning incident of the villagers in Community D of Street C in District A,and the fire accidents on the 32 nd floor of Building F in Area E,are analyzed.Combining theory with practice,finding and analyzing the problems,capacity margins and causes of the emergency management of Distric A.Finally,some countermeasures are put forward to the future emergency management of District A.
