Research On Government Response Mechanisms For Social Evaluation

Social evaluation is a new way for the public to participate in government performance appraisal,and to express political opinion,which inevitably requires active coordination and timely response of the government departments.As a state-citizen communication way,the response mechanism is not only an effective approach for the government to use the social evaluation information in agenda setting,but an important factor to determines the value orientation and efficacy of government response.The development of democratic politics and governance propose a higher requirement to enhance citizen participation and to improve the efficiency of the government responses.It is meaningful to study on the interaction between citizen and the government,especially for the theoretical significance and practical value.Therefore,this research takes Hangzhou city as a case to analyze the government mechanism in social evaluation.With the political system analysis method,this research takes the social evaluation of Hangzhou government agencies in 2014 as a starting point.Then it tracks the responses of the above departments in 2014 and finally it ends with the social evaluation in 2015.According to the "input-output-feedback" analysis method of political system,the 2014 social evaluation,government responses as well as the 2015 social evaluation are equivalent to the "input","output" and "feedback" one by one.In this way,this research tries to explore the influence of social evaluation on the government administration and how the government would respond to the above influence.The study finds that the public exert influence by the means of the degree of satisfaction and opinions,while the government departments take the satisfaction evaluation as an important indicator for government performance appraisal,and use the evaluation information for agenda setting.In this interactive process,the"evaluation-rectification-feedback" mechanism is an approach to connect social evaluation and government response,and the "pressure-assessment" mechanism contributes to the government response in an adverse way.Moreover,this research finds that the citizen participation in the means of social evaluation is carried out under the guidance of the governmental institution.Thus,it embodies the subjectivity of state and government in the process of governance modernization.Whether the social evaluation method could be developed into an institutional norm to realize democracy and governance modernization is a valuable question.This study concludes that social evaluation will play a great role in political development of China,especially for the"service-oriented and responsible" government construction.
