Research On Government Response Strategies In The Evolution Of Social Movements

Urbanization is one of the indispensable stages in the process of social development in our country.Among them,the allocation and use of social resources,especially land,involves a large number of social actors.The interests of all parties cannot be balanced,resulting in a large number of collective events of land acquisition and demolition.As for its wide coverage,large number of people involved,and bad influence,it has become a key and difficult point in the governance of mass incidents in China.In recent years,due to deviations in the government's coping strategies when responding to such incidents,the nature of the incident has evolved from a simple interest to a more complex group event with both interest and value,which has raised the difficulty of governance.As a governance idea with both value factors and governance techniques,the government's response has become an important means of social governance once it is proposed.Which essence is to create a good relationship between the government and society.The way and effectiveness of the government's response not only shows the government's governing ability,but implies the concept of government governance.What's more,it's a government's understanding and application of the relationship between government and society.As a society's governor,the government responds to a wide range of objects,and the collective event of land acquisition and demolition is one of the prominent manifestations of the relationship between government and society.The effectiveness of governance is an important testing standard whether the government is superb.The article means to discuss how does the government's response strategies affect this types events,and proposes the legal and effective response strategies basis on it.The case of demolition and relocation in W Village,Henan Province is used to go deep into the grassroots,and when excavating the interests of farmers in the face of land relocation,how they gather benefits for other members to promote collective behavior and operation.The study finds that the government's response strategy has evolved through the three mediating factors of interest,fairness and justice,and fear of public power.By comparing the government's response strategies under the good governance concept and the actual cases in the case,it is analyzed that the government's problems in responding to attitudes,behaviors,processes,and ecological issues.The reason is that there are deviations in the value orientation of the responding entity,insufficient support of the ability to respond to the target,less responsiveness of the response system to the response behavior,and response to thedeterioration cycle of the ecology.Based on the above reasons and specific mechanism of action,the government has responded to the technical level,system level and value level to put forward the optimization path: to improve the ability of the government to respond to group events;to further promote the reform of the government administrative system.
