While China's rise has greatly enhanced the space for China's foreign relations activities,it has also triggered new contradictions and new issues in bilateral and multilateral relations.Therefore,in the process of cooperation with neighboring small and medium-sized countries,China needs to change the customary bilateral model and consider the construction of a beyond-bilateral model that integrates with important third parties,that is,the “2+1” Model,in order to fully consider exogenous factors in bilateral cooperation between China and neighboring countries.As third countries seek to change the established political structure and seek to a bigger say to participate in the regional affairs,the bilateral interactions between China and third countries in the international system present a trend of economic and political friction.This paper attempts to clarify the concept and elements of the "2+1" cooperation model,it will make a dynamic process analysis of the "2+1" cooperation model and outline the process of the interaction between the three parties,and thus sort out the main factors affecting the "2+1" cooperation model.At the same time,it analyzes the dependence of Nepal-India relations,the competitiveness of China-India relations,and the cooperation of China-Nepal relations.In conjunction with the theoretical framework of the “2+1” cooperation model and interaction between the three parties,it was concluded that attempts should be made to establish a regional security dialogue mechanism,a trans-Himalayas transportation system,and a linkage development mechanism for water resources.If China could properly handle India's concerns in Sino-Nepal relations,it will not only clear the obstacles to the development of ChinaNepal relations,but also provide the possibility for China and India to enhance mutual political trust.
