In today's society,urban development is more and more rapidly,the development of urbanization,it followed an important social problem worthy of community governance,community governance mode the selection is one of the problems facing more and more managers.Due to historical reasons,our country present stage for the division of community governance model has not yet formed agreed your point of view,so it is with the theory,but the principle for community governance mode of the provisions of the relevant contents have a preliminary.In this paper,the research status of community governance in our country,on the basis of the status quo analysis and thinking about the ethnic minority area of theory of community governance mode and method,so as to ensure the social public interests as the basic demands,ensure that the most fundamental interests from infringement,on the basis of in view of the urbanization construction in our country city and the actual existing problems put forward some new suggestion.The present situation of ethnic distribution in China is "large and small settlement,small settlement",and each nation has made rapid progress on the road of urbanization.Previously,some ethnic minorities lived in rural areas.With the development of urbanization,ethnic minorities living in rural areas gradually moved to the cities and distributed among the urban communities.In areas such as the autonomous region where ethnic minorities live in compact communities,the proportion of ethnic minorities in the community is far greater than we can imagine.The communication between ethnic groups is mainly formed through ethnic communities in today's cities,and the direct orientation of national relations is the government's measures.Ethnic community governance is different from general to the uniqueness of community governance,for example: one of the basic rights of citizens of the ethnic minority community is guaranteed,harmony is maintained,bad behavior is improved,and so on,this is all we have to consider the question,also is urgent to solve the problem.In this article,through visiting tamar community,after in-depth field understanding,found that tamar community in terms of governance mode has some problems,for example: the degree of autonomy is not ideal,rely on the government,the shortage of social workers,insufficient awareness of the concept of community,inadequate infrastructure,residents did not participate in community governance,feel no presence in the community and so on.The theoretical basis of this paper is the theory of social governance,which is embodied in cooperative governance.It is a relatively novel governance path,emphasizing multi-subject governance and multi-value.This paper tries to find a way of community governance which is in line with the actual situation of Lhasa,which is the way of government leading and multifaceted participation,taking tamar community as an example.Purpose of the article is analysis for tamar community in governance problems and put forward effective solutions to existing problems,this paper based on analysis of current situation,find out problems,analyze and solve problems.The article structure is divided into six chapters.First,introduction to the research background and significance,domestic and foreign literature review,research objectives,methods and contents,and innovation points and shortcomings.Second,the relevant concept definition and theoretical basis,including community,community management,community management pattern and new public management theory,governance theory,service-oriented government theory and the polycentric governance theory,etc.Third,The unique analysis of community governance in minority areas includes the uniqueness of the governance environment and the uniqueness of policy enforcement authority.Forth,Basic status quo.Fifth,Countermeasures.Sixth,Conclusion.
