Research On Community Governance In Chengguan District Of Lhasa City

The community is the basic unit of national governance.The effectiveness of community governance is directly related to the stability of the state power and the harmony of society,Through the various roles of the social network.As a border area of China,Tibet is also a minority-inhabited area where Tibetans are the main population.These realistic factors have determined that community governance in Tibet cannot blindly learn the experience and practices of governance in the Mainland.Instead,it should combine the characteristics and reality of Tibet with local conditions.Establish a community governance model that suits the conditions in Tibet.Lhasa,as the capital of the Tibet Autonomous Region,is a political,economic,cultural,and religious center throughout the region.In recent years,with the opening of the Qing-Zang Railway and the country's preferential policies for ethnic minority areas,more and more Chinese floating population have chosen to come.When it comes to working and living in Lhasa,as a city with a slow urbanization process,community governance in Lhasa is still in the initial stages of construction.Facing the double challenges from both internal and external sources,traditional community governance models are increasingly difficult to meet the diverse needs of urban residents.How to transform and innovate the model of community governance,address new challenges and new problems in community governance,and become major theoretical and practical issues that need to be resolved in the current community governance.This paper takes Jiacuo Community in Chengguan District of Lhasa City as an example to study and analyze the successful experiences of Jiacuo Community Governance,and put forward feasible suggestions for solving the current governance difficulties in Lhasa.The writing framework of this article is divided into five parts:Chapter I Introduction: Explain the background of the topic and the significance of the topic,the research and review of community governance at home and abroad,as well as the research methods,innovations,and deficiencies of the article.Chapter 2 Definition of related concepts and theoretical basis: Define the concepts of community,governance,and community governance,analyze the research content of social capital theory,rational choice institutionalism,governance theory and articles,and finally establish the analytical framework of the article.The third chapter analyzes the model of community governance: It elaborates on the domestic and international community governance models.The foreign countries mainly introduce the government-led representative represented by Singapore and the government-social cooperation represented by Japan,and the community-based model represented by the United States.Introduced the Shanghai model,the Shenyang model,and the Hanjiang model.Through analyzing and summarizing the model of community governance at home and abroad,we concluded that the current Lhasa government-oriented community governance model.The fourth chapter analyzes the community governance in Lhasa: First,it introduces the current major community governance models,grid management and dual households system in Lhasa,and summarizes the development of community governance in Lhasa this year.The analysis of the specificity of the city's community governance,and finally summarized the current problems in community governance in Lhasa.Chapter V Community Management in Chengguan District of Lhasa City——Taking Jiacuo Community in Chengguan District as an example: An analysis of the governance status of Jiacuo Community,including the grid management of the fault-added community,shantytown reconstruction project,and poverty alleviation and rental housing project It analyzes and summarizes the advantages of Jiacuo Community and provides feasible suggestions for community governance in Lhasa.
