Research On The Framework Of China's Public Diplomacy Evaluation

Public diplomacy plays an important role in shaping the national image and protecting national interests.The effect evaluation of public diplomacy is an important and essential part of public diplomacy practice.Only a scientific evaluation of public diplomacy can it be conducive to achieving the desired goals of public diplomacy.In the study of the effect evaluation of public diplomacy,foreign practitioners and scholars had put forward with several assessment methods,such as the US Mission Behavior Tracking and the Evaluation Model of Public Diplomacy Performance.Although Chinese scholars also did some pilot researches,there is no effective method suitable for China yet.Thus,how to evaluate public diplomacy for China appears to be an urgent issue.Based on research of the effect evaluation of public diplomacy domestic and abroad,this study proposes an evaluation framework for China's public diplomacy practice which has five-step assessment procedures and uses the methods of "Anticipating and Reality Comparison Method" and " Project Assessment Rating Tool(PART)".It has been proved that the effect evaluation framework of China's public diplomacy adapts to the complicated and changing domestic and international environment basically by the case of evaluating Australian Confucius Institute.
