Research On The Countermeasures For The Optimization Of Public Service Supply In Urban Communities

Within the process of New industrialization and urbanization,large amount of rural migrant workers are becoming citizens.At the same time,the urban community is facing great challenge and difficulties within the stratification of society,widening gap between rich and poor and the inflow of large amount of migrant people.Unfortunately the present systemAnd mechanism of public service supply meets a lot of problems which can not satisfy the requirement of citizens.Urban community,as the primary facility to afford public service,has a closest relationship with people,the quality of public service affects the stability of grass-root level,The will of the people and the overall situation of development and stability.At present,the academic circle of China is having a wide discussion of this question by the angle of community governance.The main theories adopted by those scholars are Polycentric Governance theory,New Public management theory,New public service theory and Meta-governance theory.These academic results give me a useful reference in research.Generally speaking,academic circle has a consensus that the urban community governance and the optimization of community public service can not live away from participation and cooperation.In this research,I have reviewed the academic results both domestic and abroad,and shared the advanced experience of development countries and the practical experience of the urban community public service supply in Shanghai and Guangdong.I choose the community L as a case study by the reason that it's a new style community within lots of representatives,and summarize the success and failure of its public service supply.Finally I got the countermeasure proposals and suggestions towards the optimization of public service supply in urban community of China.In this paper,I mainly give the proposals on some aspects like how to divide the function between community and government,increase the government's support to the community,improve the capacity of the community itself,and improve the communication and cooperation mechanism.Wish this research could make some contribution to the optimization of public service supply in urban community during this transition period.
