Research On Optimization Of Public Service Supply Of Smart Community In Henan Province

Since 2012,when the first batch of national pilot construction of smart cities was launched,henan province has also started the pilot construction of smart cities by 2015 with the promulgation of the work plan on printing and distributing the healthy development of smart cities in henan province(2015-2017).Intelligence community as part of the wisdom of urban development,can be very good to promote urban economic society and the improvement of informatization,so in order to better implement peopleoriented concept of development,city development of emerging industries,improving the efficiency of the city and public service level,started the construction of the intelligence community in henan province,to promote people a better life in the city and the development,share the achievements in the development of the Internet community in the city.This paper mainly studies the supply optimization of smart community in public service in henan province.Firstly,the characteristics and optimization standards of public services in smart communities are elaborated,and the status quo of pilot construction of smart communities in China is analyzed.Secondly,the paper expounds the development status of smart communities in henan province and the causes of service supply problems,and evaluates the quantity,quality and structure of service supply with the method of empirical analysis.Finally,according to the causes of existing problems in public services of smart communities in henan province,policy Suggestions are put forward from three aspects: service governance mechanism,service supply technology and service guarantee mechanism.The specific conclusions are as follows:First,it summarizes the characteristics of smart communities and the optimization standards of public services.First of all,the smart community has the characteristics of intelligent service supply,diversified service content supply and efficient service management.Secondly,the construction of national smart community pilot project is described.Finally,according to the principles of fairness,balance and efficiency of the supply of smart community services,it is concluded that the standards for the optimization of public services in smart community should meet the conditions of complete supply types,balanced supply structure and high supply quality satisfaction.Second,according to theoretical and empirical analysis,there are still problems in the supply of public services in smart communities in henan province,such as incomplete types,quantity,unbalanced supply structure and low quality of supply.First of all,according to the standards for the optimization of public service supply in smart communities and the experience of the pilot construction of smart communities in various regions,combined with the development status of smart communities in henan province,it is concluded that there are still problems in service supply.Secondly,according to the existing problems,this paper analyzes the causes of the problems from three aspects: service governance mechanism,service supply technology and service guarantee mechanism,laying a foundation for service optimization.Finally,using the method of empirical analysis,the paper evaluates the public service supply level of smart community in henan province from the three aspects of supply quantity,supply structure and supply quality.Thirdly,it puts forward corresponding policy Suggestions on optimizing public service of smart community in henan province from three aspects: governance mode,supply technology and supply guarantee.Firstly,the governance mode of "one party leading and multiple co-governance" should be constructed,and the holistic governance and citizen participation mechanism of service supply platform should be strengthened.Secondly,the construction of information system should be improved to improve the supply efficiency of comprehensive service platform,strengthen the accurate match between the supply of public service in smart community and residents' demand,and establish a multi-level and efficient public service system in smart community.
