Research On Optimization Of Community Service Supply In Binzhou City

Since the 1980 s,especially since the 18 th Party Congress,the construction of urban and rural communities in China has entered a fast-track.With the gradual increase of urban population,there are many large and mega-cities in China,city clusters are gradually formed,and urban circles are formed between cities,people begin to understand the functions of cities more deeply,and also make urban life more colorful.The community has gradually become the center of people's lives and the basic unit of social composition,and the effective provision of community services reflects,to a certain extent,the new initiatives and changes made by China in the areas of democratic autonomy,safeguarding the interests of the masses and improving people's livelihoods,as well as its unique role in uniting people's hearts,maintaining harmony and promoting the establishment of a positive,tolerant and healthy social mindset.As a result,people are paying more and more attention to community building and to the quality and level of community services.Especially,the awareness of community participation and democracy among the people of the community has gradually increased,and the establishment of the concept of “people-centered” services and the change of the traditional one-way government service provision model to focus on pluralistic participation have become important community action-oriented.It is of great significance to strengthen community building,continuously optimize the supply of community services,proactively adapt to the current new situation of urban governance,and address the various “urban diseases” that exist in cities.Many cities in China,such as Chengdu,Hangzhou and Beijing,have also made active explorations and practices in optimizing the supply of community services,and have achieved remarkable results in terms of governance effects,gaining widespread public recognition.Obviously,the main body of community governance is diversified,and the pattern of co-construction and shared governance is gradually formed,and the mechanism of cooperative and shared governance is deeply integrated with community services in practice.This article takes Binzhou City urban community as the object of research.Combined with the reform and innovation background that Bincheng District,Binzhou City was approved thenational community governance and service innovation experimental area,this paper firstly introduces and elaborates on the current status of domestic and international research on community service provision,the basic theory of community service provision and related concepts.On the basis of theory,this paper provides a comprehensive perspective and analysis of the development of urban community services in Binzhou City in recent years,but also elaborates the effectiveness of service achieved by the operations of the practice on the optimization of service provision.The problems and causes are carefully analysed from the structural elements of service supply planning,actual supply and demand,participation of social forces and service supply model.At the same time,by studying the country's general policy guidelines on community governance and drawing on the country's best practices and advanced experiences,general laws and inspiration have been drawn up.Subsequently,in the light of the local reality,this paper systematically proposes paths and countermeasures for optimizing the supply of community services in terms of service supply system and mechanism,community culture building,social organization development and community resource input,in order to further improve the community service supply model and promote seamless and accurate matching between residents' demand and community service supply.
